Submission of test chip; Dieter: Dieter stated that he expects to implement three varieties of the cells in the November 6th submission. One Tanner standard, one with substrate lifted, and one SEU with normal bulk connection. Dieter will install as many registers as possible. Robert agreed with this plan. 3. GTFE layout; Ned stated that he has trouble doing place and route in case that global busses are in the standard cells. He will keep them in the FF cells, nevertheless. 4. SEU testing.
