To submit a draft paper to that page, send an e-mail with the paper as an attachment to submissions@umdgrb.umd.edu.
submissions is a mailing list with no recipients, designed to make documents available to the collaboration on the web and to archive them, without sending them to everyone's inbox. Note that there can be a latency of about an hour until the job runs to post the latest mail to the web page.
