The attached paper presents some views of the Office of Research on the recent report of the University Committee on Research Policy (UCORP) entitled, Report on the University's Relations with the Department of Energy Laboratories (January 1996). This paper is being transmitted to you in order to provide a different point of view on some of the issues discussed in the UCORP report. I believe it should be included in the Academic Council's discussion on continued University management of the DOE Laboratories.
